Water and Sewer Rates

The City Council raised the water and sewer rates earlier this year. The effective date of the rate increase was officially March 1, but, since billing is done of the fifteenth of each month, residents will not see the effect of the rate increase until their April bill (which is for March usage). Several residents questioned whether the City could go to quarterly billing, but, in an effort to enable residents to adjust to the new rates, monthly billing will continue. If specific savings can be recognized through quarterly billing, the City staff may consider recommending quarterly billing for residential customers. Water and Sewer Rates

The City Council, at the December 14 meeting, will be asked to consider a water and sewer rate increase. The current minimum monthly charges for water and sewer usage are $18.50 and $20.00 (for 3,000 gallons of water). A lengthy review of the rate structure (necessitated in part by recent state court rulings, but more in need to have the system revenues meet the system expenditures) has resulted in a recommendation to the City Council which represents a substantial increase. Staff has continued to meet with members of the City Council and the general public to answer questions.

The City is also considering a transition to quarterly billing (for residential users) rather than the current monthly billing, but will likely postpone implementing a new billing schedule until residents have had an opportunity to adapt to the revised rates.

Unsolicited Water System Mailing

Recently, several residents have received an unsolicited mailing from a company identified as Home Service USA. This company offers a service sthat can be best described as an insurance policy to cover the water line from the City's water main to your home. While it is true that you (the property owner) are responsible for that portion of the water system, the likelihood of breaks or problems with that portion of the water system is minimal. That is not to say that such problems may not occur: the City cannot make such a guarantee. The City does not endorse the service offered by Home Service USA nor does the City have any relationship with that company. Although the cost of the service is somewhat small, please take the time to investigate whether this (or any other service) is appropriate for you and your property. Your existing homeowners insurance may provide similar coverage. If you have any questions, please contact City Hall.

Snow Removal

It's coming! Due to the request of many residents, the City Council has been asked to revise the current ordinance to enable the City to be more aggressive in addressing violators of the current ordinance. The proposed revisions to the ordinance have been presented to the Council and the ordinance is under review.

The current ordinance requires that snow must be cleared from sidewalks within a "reasonable time after a snowfall." Please remember that many people (students, postal workers, seniors) require the use of the sidewalks. Your cooperation in keeping the City walkable is appreciated.

Additionally, please be advised that it is against STATE law to move snow across a street. In other words, you are not allowed to clear or push the snow from your property across the road to another property. For safety, the City will aggressively cite violators of this statute.

Street Ratings

The Public Works Department has recently completed a review of the condition of the streets within the city limits. Please find a copy of the report here.

The review utilizes the PASER rating system: streets are divided into manageable segments and subsequently rated on a scale of '1' to '10.' A newly constructed/paved street is classified as a '10;' a street with broken pavement and potholes is classified as a '1.' This list will provide guidance for road work for the City. When a street is rated in the '7' to '9' range, routine preventative maintenance is called for to ensure the longest life of the surface. When in the '3' to '6' range, resurfacing or capping prolongs the life of the surface. By properly monitoring and maintaining the roads using those standards, roads should rarely deteriorate to the '1' or '2' level which then entails costly reconstruction.
